Mr. Togel’s 30+ years of development, project and construction managerial experience spans various regions, markets, and disciplines. From urban mixed use, residential and commercial projects, complex high-rise construction, high-end food & beverage, luxury commercial office and completion, luxury private residential, and federal complex construction, to large international commercial project work. Mr. Togel has managed all phases of real estate work, not just construction, making his insights uniquely useful to PDG clients. With versatility bolstered by strong technical knowledge, team building, operational leadership and a network of industry partners, Mr. Togel has guided over $9B worth of projects to success. As an experienced business owner, operator and partner, Mr. Togel understands the problems and solutions related to making a project or business profitable for all stakeholders, and to carefully calculate and integrate elements of risk reduction and core market knowledge into all aspects of a project’s life cycle.

Chief Operating Officer & Principal
Mr. Gallo brings over 40 years experience in construction management across the United States and Caribbean, where he has successfully led complex projects in diverse and logistically challenging environments. He provides comprehensive field direction, ensuring that all phases of construction are executed with precision, safety, and adherence to client expectations. His leadership emphasizes clear communication, proactive coordination, and a commitment to delivering high‑quality results.
With a deep understanding of individual trades and project lifecycles, Mr. Gallo oversees mobilization planning, manpower allocation, scheduling, and material procurement to maintain on‑time and on‑budget performance. He also contributes valuable estimating and preconstruction insight, drawing on his broad technical background to support accurate forecasting and strategic planning. His approach fosters accountability, efficiency, and strong team performance, consistently supporting successful projects.

Vice President & Principal
John Carlo Gallo is a seasoned industry leader with over 20 years of experience managing complex, high-stakes projects. He holds an MBA in Finance and Real Estate Development from Duquesne University, a foundation that informs his comprehensive oversight of the company’s operational and fiscal health.
Throughout his career, John Carlo has delivered a diverse portfolio of landmark developments, including the Children’s Hospital of Pittsburgh, the Four Seasons Resort Nevis, and the Project Frostbite Synthetic Diamond Plant. His expertise spans international hospitality, industrial facilities, and luxury residential construction across the United States, including the Los Angeles region. Currently, John Carlo provides the strategic leadership necessary to align all projects with organizational objectives. His responsibilities include directing corporate finances, estimating, and preconstruction efforts, ensuring every venture is executed with both precision and financial integrity.

Julien Neron
Director of Operations - Caribbean Region
Julien Neron is a seasoned Project Director with two decades of experience in site operations and MEP/IT management, specializing in complex and logistically challenging environments. A results‑driven leader with a proven record of delivering successful outcomes, Julien has directed multi‑million‑dollar luxury developments across the Caribbean for more than ten years and is highly adept at navigating remote locations.
His portfolio spans high‑end residential, hospitality, commercial, and institutional projects, complemented by extensive experience leading design coordination and value‑engineering initiatives. Julien’s technical depth, operational leadership, and ability to execute in demanding settings make him a strong asset to any project team.

Fabrice Dorigny
Director of Operations - West Region
Born and raised in Paris, France, Fabrice Dorigny brings a distinctly global perspective shaped by multicultural roots in Italy, Morocco, Switzerland, and France. His early passion for architecture and the built environment led him to pursue formal training in both architecture and structural engineering, laying the foundation for a career defined by technical rigor, design sensitivity, and cross-cultural collaboration.
Over the past two decades, Fabrice has consulted on a wide range of U.S. and international residential, commercial, and hospitality projects; including luxury developments for globally recognized brands such as Le Méridien, Sheraton, and Four Seasons. His work has taken him from Europe to the South Pacific and throughout the United States, with a particular specialization in complex hillside and coastal projects.
Based in Los Angeles for more than 20 years, Fabrice has overseen projects across Malibu, Pacific Palisades, Topanga, Beverly Hills, Santa Monica, Palos Verdes, and the Hollywood Hills. He brings a hands-on, detail-driven approach to every engagement. Working closely with clients, architects, engineers, and municipalities to deliver thoughtful, enduring spaces that balance design vision with technical excellence.

Bradley Colmer
General Counsel
Bradley Colmer is a board member and acting general counsel for the Company, having served as a licensed attorney for nearly two decades in both Florida and Georgia, as well as being the founding partner and managing principal of Deco Capital Group, www.decogroup.ltd, a real estate investment and development firm he founded in 2012.
Mr. Colmer has operated in various capacities over his career, first as a management consultant and then as a bankruptcy and litigation attorney at Paul Hastings. He then transitioned into a career in real estate, first as the managing director of acquisitions and asset management for Brilla Group, a luxury hospitality investment firm, before becoming the founding member of a Miami based real estate investment and development firm, which has included leading the development of one of the most successful boutique luxury commercial developments in the country www.eighteensunset.com.
Mr. Colmer brings nearly 25 years of legal and professional experience to his tenure as acting in-house counsel for the Company, having worked with some of the leading investment professionals and hospitality operators in the world during his career. He has managed, consulted on, or acted as a fiduciary in billions of dollars worth of real estate transactions, and remains active in legal, business, and philanthropic endeavors throughout the U.S., Europe and the Caribbean.

Director of Procurement & Estimating
Carolyn Watson has 25+ years experience in the construction industry and has estimated and managed a multitude of projects, ranging from 2M to 40M throughout North American and the
Caribbean. Carolyn has end to end supply chain experience, estimating, vendor relations, shipping/logistics, site coordination, execution & final close out. Carolyn has a proactive approach to procurement. Her attention to details and organization ensures the success of each project in which she is involved. Carolyn has executed a number of high-end interior fit-outs, as well as estimated a wide range of commercial, hospitality, residential, institutional & shell projects. Her wide international reach of contacts through North America, Asia, and Europe, allows us to locate the best materials and competitive pricing. Carolyn currently oversees estimating and procurement processes for all projects.
